So maybe I missed this, but please explain to me how the "does this person belong in this group? " buttons work again?

See a ton of people in the groups their not supposed to be in. Never actually seems like the button gets the person removed from the group.

What does it need several synonymous reports?

It takes a 'number' of reports from different members before someone is removed from any particular Group.

It is set up that way so that no one individual can vote someone else out of a Group based on their personal feelings towards the other member.

The number it takes is not large, so as long as members used they voting option, the Groups should clean up little by little.
